94 Accord LX speedometer problem

I have a 94 accord lx manual transmission. The speedometer only works about 1/4 of the time when I am driving. I already replaced the VSS with a new one and I have pulled the drive gear for the vss and inspected it and it looks fine. But all of this made no change. I would really appreciate any insight. Thank you

Should give you an indicator that since the VSS was replaced that it does not leave much else except the speedometer itself.
