My car is stopping at 3500 rpm. Only time it will pass 3500rpm if I play with the gas in neutral but when I get it passed 3500 and just hold the gas it will go back to 3500. Why do you think is the problem

First thing to check is the convertor.

If bolted on, remove and inspect the inside for melted/cracked material.

Yes, CAT will cause engine to lose power and it will get worse. This may not be the problem, but a good place to start.
