1991 Honda Accord fuel?

I bought this honda from a friend the head has been replaced, had a tune up, the hole 9 yards, but the car idle goes from about 900rpms to 600rpms and jumps back and fourth, when you take off slow the car spits and holds the rpms and will not go any more, but when you take off fast the car will go but will not go past 4000rpms. Find out that it was spitting gas out the tailpipe, and then I replaced the fuel regulater, but it still does the same thing. Is my problem a fuel injector? Or fuel pump?

Sounds injector related whether it is too much pressure, leaking injector, but it really sounds like an injector problem. If the pressure is normal I might start looking at the possibility of one or more bad or dirty injectors. Beyond injector cleaning additives.
