1991 Honda Accord engine idle fluctuation

The engine idle will fluctuate up to around 1800 rpm and down to around 1200 rpm at idle. It does not fluctuate in the drive or reverse gears. I have checked for damaged or broken vacuum lines and found none. I changed the IAC Valve with 2 others from a salvage yard, but no change. What can you suggest?

Hi jim desantis,

Did you check the Fast Idle Thermal Valve ( FITV) next to the EACV ( IAC)?
Did you check the coolant hoses for the IAC and FITV for clogging?
Is the coolant level in radiator correct?
Have you tried adjusting the idling speed?
Was the PCV checked?
