1991 Honda Accord Idle Surge/TCC lock-up

My 91 Honda Accord idle hunts when hot and in park. It surges constantly between 900 and 1700 RPM. This idle hunting is not affected by A/C compressor engagement. I also have a tcc issue and am unsure if it is related to the ide problem. My TCC lock-up engages and disengages rapidly at a rate of approx 1-2 seconds. (ie: @70 mph---2700rpm to 3100rpm.) for idle
check coolant level and adjust
if needed
check for vacuum leaks
check idle air and clean

you may have to replace the solenoid
but check tranny ground 1st
