where is the access point to remove and install a fuel pump intank

There is no access panel on the Accord. You will have to remove the fuel tank. Disconnect fuel lines and connector. Remove fuel pump mounting bolts. Then remove fuel pump from fuel tank. Installation is reverse of removal procedure.
