A/C blowing heat only

I have the car listed above with it automatic dual side temperature control. It will only blow hot air, both sides. The fan speed changes fine. Even with the controls to A/C it only blows heat. I had the refrigerant check it is good, the compressor is working. I have also checked two blend door actuators and they are working. There is no clicking so I am assuming the actuator rod is good. I am not sure what to check next. I could use some ideas.

Great info. However, we need to go back to the refrigerant because if this is low then it may allow the compress to come on but it is not enough to allow the air to be cooled.

So we need to actually hook up a gauge set and see what the high and low side pressures are when the compressor is running. The other possible cause I am thinking of is the compressor is faulty so it is engaging but not actually creating the high pressure that it has to do. Again getting the high and low side with it running will tell us if this is the issue.
