Headlight fuse keeps blowing

When I put a new one in it blows right away. Any suggestions on where to start to try to find the short in it? Or a route of which direction to go to find the short. Thank you

I attached a diagram for you to view. Please identify the fuse number that is failing so I can isolate the circuit for you.

I would start by disconnecting the headlights and see if the fuse still fails.
