This could be a couple of things, it could be the valve in the powersteering causing this due to the xetra strain with teh a/c on especially if it's hot outside like about 85. But check your belt condiition as well as the tensioner as it may be frozen. With the miles stated on the truck i'd say replace the belt and tensioner. It probably needs a belt anyhow.
