1994 GMC Sierra TBI won't fire

I've checked all the fuses, checked the fuel pump relay, checked the fuel pump, all good. Also checked for voltage at TBI and leads to pump relay, everything normal. Another thing, the fuel gauge stays pegged way beyond full, plus the service engine soon light no longer comes on, found this out when I checked for codes. Could this all be an ECM issue? I can't find any diagrams that help. Chilton isn't cutting it.

When 1st key on the check engine light should come on if not then you need to check the power to the computer
check relays and fuses and wiring

Already checked all the fuses and fusable links. All these issues arose after I replaced the head gaskets. I'm thinking a grounding problem. Any thoughts?

Red and white should have battery power when key on
blue and green should be ground at the computer
when starting

Lets clear thing and start fresh
the truck will not start
you have no injector pulse
