2003 GMC Safari blower motor only works on 3rd setting

The blower motor only functions on the 3rd highest volume setting. The highest setting is intermittent at first, then non-existent, and the 1st and 2nd levels seem insufficient, but do blow some air.

Is it the relay, resitor, or something else? What other information is needed for an accurate diagnosis?

I will check the blower motor resistor then follow it with the HVAC control assembly
