1999 Other GMC Models 4 wheel drive

I have a 1999 GMC suburban, the 4 wheel drive is not working. The lights do not come on in the dash except when you turn on the vehicle, then they go off. It will not shift into 4 wheel at all. We changed the actuator but there appears to be no power. We checked and replaced the fuse. What else could it be?

There is a transfer case control module located in the center of the dash that is also fairly common for failing. Did you disconnect the battery after you eplaced the encoder motor? You have to to reset the module, try that then get back to us.
