1996 GMC C1500 TRUCK DOES NOT TURN OVER but has power

My truck has been starting in the afternoons only for the past 3 days now it dont turn or over at all I just here clicking around the relays, battery is new, I bought starter relay and finally took the starter to get tested two places said it was fine please help?

Welcome to the forum. I'd use a testlite and check the circuits at the starter relay, just unplug the relay. Usually the voltage for the switch/load side of relay is hot all the time, voltage for the coil side of relay, goes hot with the key in the crank position. Any testing at the relay, make sure the tranny is out of gear.
