Engine getting very hot before cooling

My vehicle will heat up to 246-253 degrees before it starts to cool, but then it will cool to its normal run temperature and will be fine the remainder of the trip.
It has a new water pump and cross over tube.
New oil pan.
New oil filter housing unit.
New thermostat.

It’s like whatever is supposed to kick in to cool the engine is taking extra long to kick on, but once it does it’s fine.

This may be as simple as a relay issue so we need to find out if the low speed fan comes on as the engine warms up.

if the fan is not coming on then we need to start there. Here is a guide that will help with testing the relay:

The fact that the temperature gets high and then comes down tells me the high speed fan is coming on and that is what is cooling it down but if the low speed fan is not coming on then this would cause the engine to get hot.

Let's start with this and go from there.
