95 Prizm gets fuel, spark and has compresson but will not ru

When I got this car I was told it would run it just had bad gas in it. So I drained tank, changed oil and plugs. But still will not start. The cylinders are filling up with fuel so I put a fuel regulator on it thinking that it was the problem, but still won't start. This car is a 1995 and has a 1.6. It has started but runs real rough and dies as soon as you give it gas. As of now won't start at all.

Make sure the plug wires are in the correct hole. Remove #1 plug and inspect the plug for fouling and then rotate the crank to #1 firing position (listen for air coming out the #1 hole). Then check that the crankshaft timing marks are aligned.
If you are not getting any codes, it is possible the timing belt is broke or the timing belt crankshaft key has broke.
