1997 Geo Prizm My car wont turn off

Sometimes when I try to start my car it wont start and it seems like maybe I did not turn the ignition all the way but when I turn try it a second time my car will start but when I try to turn the car off and turn on again the car wont turn off but after a while things go as normal. Actually this only happens in the morning when I first start the car and through the rest of the day the car is fine. When I let the car run for like 5 minutes the car is fine. What's wrong with my car?

Symptom seems to indicate the ignition switch is faulty and might require rplacement.

COULD YOU TELL APPROXIMATELY HOW MUCH IT WOULD COST TO REPLACE THE IGNITION SWITCH?
