Car will not start fuel pump

My car will not start. I replaced my fuel pump about two years ago but when I put the pump back in the tank I said it in incorrectly so my gas gauge is off I have been guesstimating how much gas my tank has since then. I must have let it run to empty. I was driving had to come to a haunting stop and when I hit the gas my car shut off. It would not start back up it chugs like it wants to but it does not turn. There have been just two times where I try to start it and it almost turns over but nothing. I have talked to my dad and two other mechanics in my family and they believe it is the fuel filter. I just need a little more insight on what my issue could be.

Check fuel pressure with a gauge auto parts rent it. It may be the filter or the pump, but checking with a gauge is a sure way to see what is wrong. the filter is on the pump on this car I think so it would have to come out even if it is the filter. Check out this guide
