Fuel pump make noise but don't pump fuel

Hi I have a 1999 dodge grand caravan 3.3l the car start having problem once was empty I put gas and it's start again but after 1 minute start have problem and try to power off I check the fuel pump and flow but no like it should suppose one of the cable from the fuel pump plug I put a tester light and switch on and the light come onfor 1 second I check another one cranking the motor and the light sTay on I connect the plug with the 2 lines unplugged and no fuel flow I put a new fuel pump from advance auto and the pump make noise but don't flow gas can you help me with that thanks

In tank fuel pumps are cooled and lubricated by the fuel in the tank. When you run a car out of gas or very low, it pumps a lot of air through the pump which overheats it and causes some severe wear and many times, failure when they cool off.
You will need to use a fuel pressure gauge to verify this
