Engine shut off while driving, will not start

Car shut off while driving. Lost power steering, lights radio still work. It was clicking when turned key. Husband took battery to get checked they charged it said was good. Replaced back into van and now it acts like trying to start and yet will not even if jumped.
Is it my fuel pump?

Hello,

So it sounds like the engine is cranking over okay but the engine will not start? If this is correct please turn the key to the on position without starting the engine to see if you hear the fuel pump in the tank turn on for five seconds?
