Fuel issues

I have a 2000 ford explorer v8. I turn the key on and the fuel pump runs with engine off. Weird, secondly the engine wont start but will fire when I force feed fuel in to intake.
third I have hooked up obd2 scanner and it wont retreive data? Help"

What your hearing may be the initial prime? When you first turn the key on, no crank, the pump will run for a few seconds, then stop if no rpm signal. Use a gage and check fuel pressure, check for injector pulse.

If your code reader won't work, check pin 16 at the datalink connector for voltage.

Yeah normally the prime lasts about 3 seconds. The pump never stops running though. And I get a reading of 64 psi at the fuel rail

I can't tell what's going on? Have you tried a different code reader?

Maybe the fuel pump relay is hung-up or a faulty computer. Can you check for injector pulse?
