2001 Ford Windstar No Cool Air flow

I tested the pressure on the low intake and it read 25.I then charged it (13a) to a 45 level. I then rechecked the pressure and truned on the max air and set the air flow control to the highest level. The pressure gauge alternates to 15 and then builds up to 45 and then back to 15. Repeatedly. I still do not have any cold air flow. The heat works fine and when we set the temp controls down to the coolest level. The air is not cool at all. What do I do next?

I would first like to apologize for the slow response as we have been quiet busy here at 2CarPros over the past couple of weeks.

When you recharge the system the compressor needs to cycle.I don't believe you have given enough time for the can of 13a to be 'sucked' into the system. The vehicle needs to remain running with the A/C on. The compressor will continue to cycle, engaging the clutch and sucking more coolant into the system. The cycles should get longer and longer until the clutch stays engaged. Try this out and let me know what you get.
