2001 Ford Windstar 60000 miles

My vehicle will only blow hot air into the passenger compartment if the vehicle is moving. While idle, or stopped (say at a stoplight), the fan continues to blow but the air coming into the compartment turns cold. This is consistent behavior. Could this be the thermostat?

It actually sounds like it is just low on antifreeze. If it is, start looking for leaks, it had to go somewhere. The engines are cool running engines anyway, so it may not have registered hot on your gauge.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
