1998 Ford Taurus wont start

Got new battery and starter and still it wont tun over the dash lights come on as usual but no ignition sound at all. Car lighter dont work, lights are very dim, windows cant roll up or down.

First thing to check is the battery cables, Make sure the connections are clean and tight at BOTH ends of the cables, if they are excessively corroded replace them. Negative cable especially, because the lights are dim, it could be a poor ground.
