1998 Ford Taurus won't start

Bought car from garage that had towed it off the interstate, with a blown head gasket. Replaced the head gaskets, timing chain, and spark plugs. It turns over and seems to want to start sometimes. The compression is only about 30 all around though. It gets spark and fuel also, but no compression. There is no mixing of the oil and anti-freeze. Any suggestions would help.
