1992 Ford Ranger starting problems

1992 Ford Ranger 6 cyl Two Wheel Drive Automatic

Engine will rotate is getting strong spark, fuel pressure to the fuel rails but will not start. I have manage to get it running a couple of times. It runs rough and the diagnostic tools will not read the ECM at all. Engine runs extremely rich when it does run. Fuel pump is suppose to run momentarily to pressurize the fuel system and shut off briefly to start vehicle. The fuel pump never pauses it continually runs non stop.

Check fuel pump relay
check fuel pressure regulator
remove spark plugs and do a compression test

need manual CHECK IT @

I have checked compression fuel pressure spark and replaced both fuel pump relays and fuel filter. Every thing is at spec just will start or not intermittently.

Remove EGR and check it stuck open
