Power steering wooble

97 ford exploder, 97k mi, 2 wheel drive, 4.0 v6 4 dr.

While standing still, engine running, and turning steering wheel either direction, the st/wheel woobles-shimmies thru complete cycle. Fluids fine and not foamy. Shimmies while driving straight @ 5mph?

Yes and there was no prior ps noises or loss of fluids.

Yes. We couldn't get it to start, thought it was fuel pump or ICU and towed it 6 mi to mechanic who read code and found out it was a low battery. That's when it started as we started it up to drive it home that evening then the next morning it shuddered again. I drove it 70 miles today and it did nothing (it's my moms car). It appears to be ok now?
