when I start my car up it makes a whining noise and when turning the steering wheel the whining noise is much louder i'm worried about driving the car

Sounds like a problem with the serpentine belt or the belt tensioner. Visually inspect the belt and all pulleys for proper alignment and that the tensioner is keeping the belt tight
