Other than checking for blown fuses, both in the cab fuse box and under hood power distribution center, possibly a loose connector on the back of the cluster, these are non repairable at the dealership level, they are sent to the Ford repair center for repair. Here's the out of the manual explanation:
Gauge Indication Systems The instrument cluster and gauges are non-repairable at the dealership level. No adjustment, calibration, or maintenance is required for any gauges. Instrument Cluster Replacement When installing a new instrument cluster, contact a Ford authorized instrument cluster repair facility.
