Normally this is a prob with the power distribution box. I have seen this twice with the same truck.
You should be able to find one in a junkyard pretty reasonable. However new through ford a cpl hundred bucks. I would go with used.

Hey I had a very similar problem with my 88 F150, when I turned on the lights the interior lights went off and I didn't have break lights. I looked for shorts and all the fuses were still good. On a hunch I ran a 14 gauge wire from the head light to the tale light and it worked, I got my tail lights back and interior lights too. I do still have to go back in the spring and do the same thing to the high beams.

Hope this helps.

The fuse box is the power distribution box.
By the way, although someone has posted running a wire from head lights to tail. This will make them work. HOWEVER you are bypassing all safety features this vehicle has. So basicly, you could burn it.
