1995 Ford F-150 Gauges?

OK I have a 1995 f150 with 160000 miles on it. When I turn the truck on or start it the lower to gauges sink to the bottom the gas and the temp and do not moe when the truck is off the gauges will show how much gas is in it and the temp any ideas?

OK it will probable be like mine I had to go to a wrecking yard and get another cluster. Now if you have a volt meter I would like you to unplug the wire to the temp guage and check for power with the key on engine off. If so then with someone watching the temp guage ground the wire does the guage peg? If not you need new guages as I did. Let me know what you find.
