Is it burping out of the filler tube when filling it or is it leaking from the filler tube?

Its leaking out of the top of the filler tube where the cap is. It leaks only after driving, almost like pressure builds up and after driving it leaks out of the top of tube. If I remove cap it would pour out. Its like pressure builds.

That is interesting. There is a one way vent, I believe on the rear of the tank, that my be bad. Check that to see if it is blocked.

It will only allow air to go in one direction.

You shouldn't have to. Check with a flashlight to see if you can see anything that looks like a cap at the end of a hose.
