1991 Ford F-150 Fuel Gauge

Fuel Gauge will not read on either front or back tank.
However it seems when truck is off and been sitting it shows a level (on which ever tank switch was set on)

Well. This is a straight forward set up. The reheostat from the float sends a signal to the body control module (BCM) then to the gauge. I would start with having the BCM checked first. IF it is good, either the float is bad or the gauge is bad. Based on your description, my guess is the BCM.
