1999 Ford Explorer Blower Dosen't work

The front blower doesn't work. I checked fuses and they seem ok. Where is the Blower Motor Resistor? And is there a fuse under the dash for the blower motor?

The resistor is located on the evaporator housing near the blower motor. It is more easily reached from behind the inner fender. HOWEVER. Even if the resistor has failed, the blower should still work in the HIGH setting. Check for power to the motor with the ignition switch in the ON position.

The blower is switched on the GROUND side. Check the switch for continuity and for a good ground.

In short - you have either a bad motor, resistor, switch, or a broken ground.
