1996 Ford Explorer AC/heating/def

No matter what setting I put the system on the air only blows out through the defrosters on top of dash board

You are in a default mode. Based on your description, there is a vacuum leak to the hvac system. Check under the dash for broken or damaged hoses. With the engine running, sometimes you can hear a hissing sound from where the leak is.
