1996 Ford Escort automatic seatbelt (Driver side)

Belt latch stuck at top of window. Cable 'looped'(about 8in.) , Retracts, & returns cable, but seatbelt latch doesn't move. 'Clicks' during driving, and continues to 'click' upon driver exiting. P.S. - Must fix myself, can't afford repairman, (single Mom. Mechanically inclined, but due to me putting it off, & disconnecting it occasionally/vision imparement on 50 mile work commute, I have now cost myself an $80.00 ticket !
