Basicly you have to take the whole steering collum apart to do this. Remove the wheel and all that it takes to lower the steering collum and you have to take all the "guts" out of the collum to get to the rod. Turn signal switch and lock collar and all have to get taken out to remove that rod. Be carefull or you will damage a slide switch that the rod attaches to further down in the collum. Remove the battery cables first to drain the air bag capacitor before working on any of this
