2006 Ford Crown Victoria brake light

It's police car, the rear brake light dont come on, we changed the signal switch, also the light control module, we checked all fuses, and all the power supply everything checked ok. If you have any idea to help us please?

Ck for a broken wire in the trunk, may need to remove trunk liner(left side). Is there power from the brake light switch input wire and output wire? Poss. Bad switch. I have seen the broken wire twice.
