I have a 99 Ford Crown Vic that is leaking in an area near the heater core. The fluid is not going to the floorboard but directly to the ground from underneath the car. I need to know if this is the heater core and if so what are the steps to remove and replace the heater core.

Your going to have to pressure test it and examine it more closely to determine exactly what is leaking. Follow the leak to it's source. If the leak is coming from the interior side of the flywheel at all, then it's a leaking heater core.
If it is a core, then this is a major job. The entire dash has to be removed and them the entire HVAC housing has to be removed to access the core.
