1998 Ford Crown Victoria engine lacks power

I have just recently let a friend detail my car including engine bay. My worst fear has happend. He has done many details and never had a problm. But now my engine is lacking power. It has a small sputter from the tail pipe in park. When it is in drive and I accelerate it hesitates. Where do I start?

Sounds to me if he used water to clean the engine that water has bypassed the coil boots and there is water on the outside of the plugs grounding it. I couldn't remember if it has coil-on-plug or spark plug wires but no matter it is still the same problem. Remove wires or coil from plug and use air to blow the water out. This only appiles if he use water to clean engine.
