Fuel Pump

I have 89 full size bronco, EFI-IV 351w. No power to fuel pump. I connected to key on fuse, pump runs, replaced fuel pump relay, grounded at test ports and all I get is a clicking sound, like a relay, but cannot locate the sound, its not the FP relay, its not the EEC relay, seems like its coming from behind the motor towards fire wall, in engine compartment, jumped across inertia switch, still no pump power. Power at internia switch. Replaced ignition switch. Had parts stor test EEC and IAC, tested good. I'm confused.
