Engine hesitation

The car starts and idles fine, runs fine while driving normal, like not going over and changing gears at about 3000 rmp's. But if you down shift or make the rpm's rise too quickly like if your trying to pass someone, it feels like the engine starts to hesitate or lag. Could this be the catalytic converter stopped up? I did however scan the check engine light and two fault code did appear. P1166 HONDA Air/Fuel Ratio Sensor 1 Heater Circuit Malfunction, and P1167 which says the same thing. I had a similar issue with a 2000 s10, and it was the catalytic converter being stopped up. Thanks in advance for any help.

This could be a converter issue but with those codes we need to check the sensor, wiring, and ECM first. I attached the testing below for what we need to do.
