Dashboard lights do not turn off

My dashboard lights stay on even after the key is out of the ignition. I've pulled down the dash and can clearly see what looks like aftermarket alarm wires but there is no brain for it. The factory alarm still works. What could be causing the lights dash lights to stay on and do I disconnect all of these wires?

This could be but we need to start with finding out what wires have power at the cluster and what do not. Do you have any other illumination bulbs remaining on? If this is the only lights remaining on then we have a short somewhere that is supplying power. So we need to find out what wire still has power and then we can figure out what possible causes are.

I attached the wiring diagram as well that will help with what wires we need to check at the back of the cluster.
