1998 Dodge Truck cruise control

My 98 Dodge 1500 pickup cruise control will not hold to set speed when going up hill or down. It works fine on level road, but drops sharply on grades.

I believe it may be a vacuum leek, check all your hoses make sure they are in good condition and your connections, due to the reason that when you go up hill you lose vacuum, and also going downhill you lose vacuum also, you also may have a bad diaphragm in your cruise control unit unless its computer-controlled?
