2004 Dodge Stratus Problems please help!

My car stickes at any advance in the foot pedal and will raise the rpms up high. When I step up on it to pass anything it will raise up to 6000 rpms when I put in nutral. Have to smash the foot pedal to lower rpms then put it back in gear. When driving the brake light on dash and the battery light flicker on and off and lights dim and come back up. Vehical pulses when comming to a stop only in the second and third gear. No problems shifting at any other time only on the down shift comming to a stop. It does not idel and lower than about 1700 rpms once in a while it will come down to 800 rpms at an idle.
Code on dash says idel air controll out of range when you unplug at high idel it does not change. Code also says #3 cylinder miss fire and it all check good. Also code says that either o2s no good or cat no good.

Hi powda and TY for the donation

Clean out the throttle plate area, check for a kinked acc. Cable, and test the throttle positiion sensor.

Brake/Battery light flickers-have the alternator tested

Misfire at no.3 -check sparkplug, compression and injector for this cylinder
