Heater blows cold air below 20 degrees

My truck blows cold air when the temp outside is below 20 degrees. Engine warms up fine, but blows cold air. Above 20 degrees outside, operates fine and blows warm air. Any ideas?

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
