1999 Dodge Ram Engine will not heat up

Engine very seldom reaches normal operating temp nor will the heater get beyond warm in winter, even after 20+ miles. The only time it will reach normal temp is when idling for awhile with an outside temp of 95+ degrees. I have changed the thermostate 3 times, radiator flushed twice, water pump and finally the fan clutch.

Hi Bholl
Is the thermostat a 195 degree? Most like a cool running engine your's seem like an ice maker. You make need to block air flow to radiator as an option.
