Loud screeching

Hi I have a 1996 dodge neon with 150,868 miles with an engine. Right when the car starts there is a loud screeching that lasts for about 2-3 seconds and is sometimes, not as loudly, present when I hit the brakes. Im thinking its the breaks but some kat told me it may be a lose tube or something.

I had a simlar problem a few years ago on my old ford, It ended up that I had a bad belt on one of the pulley's. There was a spot that was deformed just enough that it would slip when first started or if I hit the brakes real hard. I replaced it and never had a problem again. Hopefully for you it will be something minor like this.
