2002 Dodge Neon 4 cyl Four Wheel Drive 121000 miles

Hello, I purchase this car from a dealear. I am starting to know more about car. It came with the air intake top off. Is that a good way to keep running my car? Also, the air intake filter is dirty (looks very dirty). Do you recommend me to change it? Is that an expensive thing to do?

What do you mean by air intake "top off"? I assume this is aftermarket, not factory. Can you upload a picture of it?

Changing the air filter is one of the easiest things to do. Go to your local wal mart or auto parts store and get a Fram 8805. The standard is CA8805, but you can buy the more expensive ones if you like their features. Just slip off the old filter and slide on the new one. I assume you are talking about filter box cover. It has no real adverse effects by driving without it. It just keeps ambient temperatures down. A lot of neon sport enthusiasts say that it increases performance by having more air to suck into the engine, but it has been proven to perform about the same. If you are really worried about it, your local junkyard should have them for a couple of dollars or your local dealer.
