1997 Dodge Neon speedometer going to zero while driving

When I drive over the 55 mph, every 30 seconds the radio shuts off, dash lights dim and the speedometer fails and goes to Zero. Five seconds later the car gets power again and resumes as normal. Is this a computer issue, power issue?

Sounds electrical to me? The vehicle doesn't stall, when the problem occurs? Intermittent issues can be hard to track. Any applicable trouble codes? I'd check applicable fuse circuits for voltage if the problem lasted long enough to test anything?
