1997 Dodge Neon Speedometer cable

While driving my speedometer goes from my speed that I am driving and drops down to 0 - when this happens the mileage does not turn over.

Do I just need a speedometer cable - and if so which one - and how can I change it?

Your vehicle doesn't use a speedometer cable, it uses the vehicle speed sensor (VSS) which attaches to the transmisison. Most likely the teeth on the gear which the VSS uses has broken which is causing the skipping of your speedo.
